Public Invited to Oct. 16 Community Drop-In Session about Recent Soil Excavation and Completed Indoor Air Testing near Former Wood Treating Facility in Bossier City
BOSSIER CITY, LA (October 11, 2024) – The Louisiana Department of Environmental Quality (LDEQ) and the Multistate Environmental Response Trust (Multistate Trust) are hosting a community drop-in session the evening of Wednesday, October 16 to discuss recent off-site excavation of contaminated soil, completed residential indoor air testing, and other environmental actions and investigations near the former Tronox/Kerr-McGee Wood Treating Facility (Site) in Bossier City.
Community members are invited to stop by anytime during the drop-in session to speak one-on-one with project team members, ask questions, and provide input. Discussion topics will include not only environmental investigations and cleanup work at and near the Site, but also Site redevelopment planning to facilitate productive reuse compatible with community-supported goals.

Note: Hamilton Road is currently closed between East Texas Street and Scott Street. To reach the meeting location, from the north, use Youree Street from East Texas Street, or from the south, use Hamilton Road from Barksdale Boulevard.

Site Background:
The ±32-acre Site, formerly known as the Moss American Inc. Rail Tie Creosoting Plant, is located at 520 Hamilton Road along the south side of Green Street approximately a half-mile north of Interstate 20. The main portion of the Site consists of ±26 acres east of Hamilton Road (Main Property or East Property). The Site’s other ±6 acres are located west of Hamilton Road (West Property).
From 1930 to 1987, Kerr‐McGee Chemical LLC and its predecessors treated railroad ties with a mixture of creosote and fuel oil on the Main Property. The West Property was used primarily for wood storage and other activities. The Site was decommissioned in 1988. Creosote-related contamination is present on-Site and off-Site because of the wood treatment operations.
In 2011, as part of a bankruptcy settlement, the Multistate Trust was established to own, investigate, and clean up the Site in Bossier City and facilitate its safe, beneficial reuse. Greenfield Environmental Multistate Trust LLC is Trustee of the Multistate Trust.
In 2022, the Multistate Trust completed excavation and removal of ±12,500 cubic yards of contaminated soil around Scott-Dickerson Homes, implementing the Off-Site Residential Soil Interim Action and following the work plan approved by LDEQ. In 2023, the Multistate Trust replaced the Scott-Dickerson Homes parking lot and finished restoration activities for the work finished to date.
