Our Commitment to Engaging Our Bossier City Neighbors

The Multistate Trust and the Louisiana Department of Environmental Quality (LDEQ) are committed to working in partnership with community stakeholders on the cleanup and future use of the former Tronox/Kerr-McGee Wood Treating Facility in Bossier City (the Site).

We work in concert with stakeholders, including the people that live and work near the Site, the Housing Authority of the City of Bossier City, the City of Bossier City, and local community organizations.

With our beneficiaries, the Multistate Trust is dedicated to:

  • Sharing information and seeking input from the community as we clean up the Site and facilitate its safe, beneficial reuse; and

  • Working with the neighborhood, surrounding community, and City of Bossier City to turn the Site into a community asset.

Our Commitment to Environmental Justice in Bossier City

Environmental Justice (EJ) is the fair treatment and meaningful involvement of all people regardless of race, color, national origin, income, Tribal affiliation, or disability with respect to the development, implementation, and enforcement of environmental laws, regulations, and policies.

In Bossier City, the Multistate Trust is committed to sharing information with the community about environmental investigations and cleanup and seeking input from the community in planning for safe, beneficial Site reuse.

Local Contracting & Training Initiative

The Multistate Trust strives to retain qualified third parties for timely, safe, cost-effective cleanup and to build trust and relationships in communities, while investing in local economies as part of performing our work.

In Bossier City, the Multistate Trust’s contractor, Jacobs, has encouraged (through a scoring process) subcontractors submitting bids to clearly outline their local presence and plans to contract with local subcontractors and laborers where possible.

The Multistate Trust and its beneficiaries recognize that the Bossier City community, particularly residents near the Site, have been impacted by the Site and continue to be most affected by Site conditions and cleanup.

Bossier City Residents & Community Members

Nearby residents and the local community play an important role in our efforts to inform the public and seek input on Site investigations, cleanup plans, and future reuse. The Multistate Trust hosts periodic community meetings to share updates on work and future plans for the Site.

The Housing Authority of the City of Bossier City

The Housing Authority of the City of Bossier City (HABC) owns residential property – the Scott-Dickerson Homes – adjacent to the Site in Bossier City. Contaminants associated with creosote-based wood treatment operations have been found in surface soil at the Scott-Dickerson Homes. The Multistate Trust keeps the HABC informed about environmental investigations and remediation work.

Located in Bossier Parrish, Bossier City is part of the larger Shreveport-Bossier City metropolitan area. As of 2019, the population of Bossier City was approximately 68,000.

The Multistate Trust is committed to working with the Bossier City government and its leaders to keep them informed of plans and progress at the Site. Visit the Bossier City website.

Community Involvement Plan

Together with LDEQ, the Multistate Trust has developed a community involvement plan (CIP) to provide the public with easy access to Site-related information and to inform the community about ways to participate in discussions about the Site and provide input on our activities and plans. Requesting Input - Community Survey

Please complete our community survey to provide input and tell us how you want to receive information and make recommendations on future uses of the Site. The survey can be completed online or downloaded here.

The Multistate Trust held a community meeting in April 2024 to provide updates about the Site work, upcoming sampling, and redevelopment planning.
