Greenfield Environmental Multistate Trust LLC, trustee of the Multistate Environmental Response Trust (Multistate Trust), is responsible for owning, investigating, cleaning up contamination associated with, and facilitating reuse of the ±32-acre former Tronox/Kerr-McGee Wood Treating Facility in Bossier City, Louisiana (Site). The Site is also known as the former Moss American Inc. Rail Tie Creosoting Plant.
The Multistate Trust is a private, independent environmental response trust created as part of a bankruptcy settlement and dedicated to:
Protecting human health and the environment
Facilitating the future sale or transfer of the Site for safe, beneficial, community-supported reuse
Providing opportunities for meaningful community involvement
Ditch Work Complete - Summer & Fall 2025
In summer 2025, the Multistate Trust began work to excavate contaminated soil in and around a drainage ditch north of Jean Street. The Multistate Trust found contamination in soil along the ditch, likely due to the ditch backing up during flood events.
After contaminated soil was removed, the Multistate Trust replaced part of the ditch with an enclosed concrete pipe. The work was completed in October 2025.

A Brief Overview
The Site is located at 520 Hamilton Road, near the intersection of Hamilton Road and Green Street, about a half-mile north of Interstate 20 in Bossier City, Bossier Parish, Louisiana. The surrounding land use is residential north and south of the Site and commercial/industrial east, west, and southwest of the Site.
From 1930 to 1987, Kerr-McGee Chemical LLC and its predecessors (collectively, Kerr-McGee) treated railroad ties with a mixture of creosote and fuel oil on the Main Property. The West Property was used primarily for wood storage and other activities. The Site was decommissioned in 1988.
Kerr-McGee transferred the Site to Tronox LLC in 2005. In 2011, as part of a Tronox bankruptcy settlement, the Multistate Trust assumed responsibility for owning, investigating, cleaning up, and facilitating reuse of the Site.
In 2015 and 2016, the Multistate Trust received a majority of the Site cleanup funds. Since then, the Multistate Trust has been working to address contamination in collaboration with LDEQ.
