Completed Ditch Cleanup and Replacement Updates To Be Discussed at November 18 Community Meeting

 

BOSSIER CITY, LA (November 12, 2025) – The Multistate Environmental Response Trust (Multistate Trust) and the Louisiana Department of Environmental Quality (LDEQ) are cohosting a community meeting Tuesday, November 18 to discuss cleanup work to date including the recently completed excavation of contaminated soil along a drainage ditch and the ditch replacement north of the former Tronox/Kerr-McGee Wood Treating Facility (Site).

Additional meeting topics will include residential yard cleanups, continued soil sampling, and planned next steps toward potential, community-supported redevelopment of part of the 32-acre Site.

The meeting will begin with a presentation, followed by a question-and-answer session. Attendees will have the opportunity to speak one-on-one with Multistate Trust and LDEQ representatives, ask questions, and provide input. Food will be provided.

When: Tuesday, November 18, 2025, 6:00 p.m.–7:30 p.m.

Meeting topics

• Ditch cleanup completed in October 2025 – Contaminated soil was excavated along an open, concrete-lined drainage ditch north of Jean Street and Smith-Dickerson Homes, and the ditch was replaced with an enclosed concrete pipe.

• Other environmental work – Actions include residential yard cleanups, and ongoing surface soil sampling.

• Reuse planning – The Multistate Trust is positioning the Site for productive, community-backed redevelopment, including by pursuing environmental investigations and community and resident input.

Site Background

The ±32-acre Site, formerly known as the Moss American Inc. Rail Tie Creosoting Plant, is located at 520 Hamilton Road approximately a half-mile north of Interstate 20. From 1930 to 1987, Kerr‐McGee Chemical LLC and its predecessors treated railroad ties with a mixture of creosote and fuel oil. Creosote-related contamination is present on-site and off-site in soil and groundwater because of Kerr-McGee’s operations.

Completed Cleanups

The Multistate Trust has been prioritizing excavation and cleanup of contaminated soil in residential areas near the Site, and has completed remediation work in these locations:
• Scott-Dickerson Homes and nearby properties, April 2022–October 2023
• Residential yard area on the north side of Cisco Homes, abutting the south side of the industrial Site process area, March–April 2024
• Portion of Scott Street, near the intersection of Dickerson Street, June–August 2024
• Drainage ditch north of Jean Street, June–October 2025 

The Multistate Trust

A private, independent trust, the Multistate Trust was created in 2011 as part of the Tronox bankruptcy settlement to own, manage, and remediate the Bossier City site and many other former Tronox/Kerr-McGee Chemical Corp properties and facilitate their safe, beneficial reuse. The Trustee of the Multistate Trust is Greenfield Environmental Multistate Trust LLC. 

The Multistate Trust’s cleanup funds are not public or taxpayer dollars, but were provided by Tronox through the Tronox bankruptcy settlement.
