Off-site Cleanup Progress and On-site Redevelopment Planning Among Topics of March 31 Community Meeting About Former Wood Treating Facility in Bossier City

 

BOSSIER CITY, LA (March 25, 2026) – A community meeting will be held Tuesday, March 31, 2026, to update the community on the five completed phases of off-site contaminated-soil cleanup near the former Tronox/Kerr-McGee Wood Treating Facility (Site) in Bossier City

The meeting, hosted by the Multistate Environmental Response Trust (Multistate Trust) and the Louisiana Department of Environmental Quality (LDEQ), will also cover key upcoming activities to support Site redevelopment planning efforts––a market study and on-site soil sampling. Other topics include the opportunity for a local firm to perform clearing and fence replacement work at the Site.

WHERE: Red River Missionary Baptist Church, 1831 Scott Street, Bossier City

MEETING TOPICS INCLUDE:

  • Local contracting opportunity–Anyone interested in work opportunities at the Site is encouraged to attend the meeting to learn more. The Multistate Trust will discuss the potential for engaging a local firm experienced in clearing and fence replacement work.

  • Site redevelopment planning–On-site soil sampling and a market study are planned in 2026 to support the Multistate Trust’s Site redevelopment planning efforts and to position two 6-acre areas for productive, community-supported reuse.

  • Completed phases of off-site cleanup–The Multistate Trust has been prioritizing excavation and cleanup of contaminated soil in residential areas near the Site. The locations of the five phases of remediation performed since 2022 are:

    • Scott-Dickerson Homes and nearby properties (phase 1) and parking lot at Scott-Dickerson Homes (phase 2), spring 2022–fall 2023

    • Residential yard area near Carver Street on north side of Cisco Homes, abutting south side of Site’s former process area (phase 3), spring 2024

    • Portion of Scott Street, near intersection with Dickerson Street (phase 4), summer 2024

    • Drainage ditch north of Jean Street (phase 5), June–October 2025

The meeting will begin with a presentation, then a question-and-answer session will follow. Afterward, attendees will have the opportunity to speak one-on-one with Multistate Trust and LDEQ representatives, ask questions, and provide input. Food will be provided.

SITE BACKGROUND

The approximately 32-acre Site is located at 520 Hamilton Road near its intersection with Green Street a half-mile north of Interstate 20. Formerly known as the Moss American Inc. Rail Tie Creosoting Plant, the Site was used by Kerr‐McGee Chemical LLC and its predecessors from 1930 to 1987 to treat railroad ties with a mixture of creosote and fuel oil. Creosote-related contamination is present on-site and off-site in soil and groundwater because of Kerr-McGee’s operations.

On-site soil sampling and a market study are planned in 2026 to support the Multistate Trust’s Site reuse planning efforts and to position two 6-acre areas of the Site for productive, community-supported reuse.

THE MULTISTATE TRUST

In 2011, the Multistate Trust was created as part of the Tronox bankruptcy settlement to own, manage, and remediate the Site and facilitate its safe, beneficial reuse under LDEQ oversight. The private, independent Multistate Trust is responsible for owning and remediating hundreds of former Tronox/Kerr-McGee sites across the U.S. Greenfield Environmental Multistate Trust LLC is the Trustee of the Multistate Trust.

The Multistate Trust’s cleanup funds were provided entirely by Tronox through the Tronox bankruptcy settlement, not by public or taxpayer dollars.
