Planned Ditch Cleanup and Replacement to Be Discussed at June 23 Community Meeting

 

BOSSIER CITY, LA (June 18, 2025) – The Multistate Environmental Response Trust (Multistate Trust) and the Louisiana Department of Environmental Quality (LDEQ) are cohosting a community meeting Monday, June 23 to discuss plans to remove contaminated soil along a drainage ditch and replace part of the ditch north of the former Tronox/Kerr-McGee Wood Treating Facility (Site) this summer.

Additional meeting topics will include upcoming residential yard cleanups, and next steps in the process of planning for potential, community-supported Site redevelopment, such as Site investigation, research into area market needs, community input, and continued discussions with potentially interested future owners.

Date: Monday, June 23, 2025

Time: 6:00 p.m.–7:30 p.m.

Location: Red River Missionary Baptist Church, 1831 Scott Street, Bossier City

The meeting will begin with a presentation, followed by a question-and-answer session. Attendees will have the opportunity to speak one-on-one with Multistate Trust and LDEQ representatives, ask questions, and provide input. Food will be provided.

Meeting topics:

• Plans to excavate contaminated soil along open drainage ditch north of Jean Street, and replace ditch with enclosed concrete pipe

• Residential yard cleanups, ongoing surface soil sampling to determine need for further excavation, and other environmental work

• Positioning Site for productive, community-backed redevelopment, through Site investigation, research into area market needs, community input, and continued discussions with potentially interested future owners

Site Background:

The ±32-acre Site, formerly known as the Moss American Inc. Rail Tie Creosoting Plant, is located at 520 Hamilton Road approximately a half-mile north of Interstate 20.

Kerr‐McGee Chemical LLC and its predecessors treated railroad ties with a mixture of creosote and fuel oil from 1930 to 1987. Because of Kerr-McGee’s operations, creosote-related contamination is present on-site and off-site in soil and groundwater.

The Multistate Trust has been prioritizing excavating and cleaning up contaminated soil in residential areas near the Site, and has completed cleanup work in the following locations:

• Scott-Dickerson Homes and nearby properties, April 2022–October 2023

• Residential yard area on north side of Cisco Homes, abutting south side of industrial Site process area, March–April 2024

• Portion of Scott Street, near the intersection of Dickerson Street, June–August 2024

The Multistate Trust continues to collect soil samples from properties where owners grant access to identify whether additional excavation is needed.

The Multistate Trust is a private, independent trust created in 2011 as part of the Tronox bankruptcy settlement to own, manage, and remediate properties formerly owned by Kerr-McGee Chemical Corp, including the Site in Bossier City, and facilitate safe, beneficial reuse. The Trustee of the Multistate Trust is Greenfield Environmental Multistate Trust LLC. The cleanup funds are not public or taxpayer dollars, but were provided by Tronox through the Tronox bankruptcy settlement.
