Updates on On-Site Investigations and Redevelopment Planning to Be Shared at August 6 Community Meeting About Former Wood Treating Facility in Bossier City
BOSSIER CITY, LA (August 3, 2026) – The Multistate Environmental Response Trust (Multistate Trust) and the Louisiana Department of Environmental Quality (LDEQ) are cohosting a community meeting Thursday, August 6 to discuss ongoing on-site soil sampling and other key activities planned to facilitate redevelopment of portions of the former Tronox/Kerr-McGee Wood Treating Facility (Site) in Bossier City.
Local contracting opportunities, including tree/fence removal and replacement work at the Site, are among other meeting topics. The Site is surrounded by residential areas where the Multistate Trust has completed five phases of off-site contaminated-soil cleanup.

MEETING TOPICS
Site redevelopment planning–In 2026, Multistate Trust sampled soil in two areas of the Site to help plan for cleanup that may be needed and to support potential reuse options. A market study is planned to understand local needs and safe, beneficial possible uses the community can support. Local contracting opportunity–The Multistate Trust will discuss the opportunity for a local firm to perform tree/fence removal and replacement work at the Site. Anyone interested in work opportunities at the Site is encouraged to attend the meeting. See more information linked here.
Completed phases of off-site cleanup–The Multistate Trust has prioritized excavation and cleanup of contaminated soil in residential areas near the Site. In 2022–2025, remediation was performed in five phases at different locations.

SITE BACKGROUND
The approximately 32-acre Site is located along Green Street at its intersection with Hamilton Road a half-mile north of Interstate 20. Formerly known as the Moss American Inc. Rail Tie Creosoting Plant, the Site was used by Kerr‐McGee Chemical LLC and its predecessors from 1930 to 1987 to treat railroad ties with a mixture of creosote and fuel oil. Creosote-related contamination is present on-site and off-site in soil and groundwater because of Kerr-McGee’s operations.
On-site soil sampling and a planned market study in 2026 are intended to support the Multistate Trust’s Site reuse planning efforts and to position two 6-acre areas of the Site for productive, community-supported reuse.
THE MULTISTATE TRUST
In 2011, the Multistate Trust was created as part of the Tronox bankruptcy settlement to own, manage, and remediate the Bossier City Site and facilitate safe, beneficial reuse under LDEQ oversight. The private, independent Multistate Trust is responsible for owning and remediating hundreds of former Tronox/Kerr-McGee sites across the nation. Greenfield Environmental Multistate Trust LLC is the Trustee of the Multistate Trust.
The Multistate Trust’s cleanup funds were provided through the Tronox bankruptcy settlement, not by public or taxpayer dollars. The Multistate Trust cannot pay health or medical bills or property damage claims.
