Virtual Public Meeting, 6 to 7:30 p.m., August 31, 2021

The Louisiana Department of Environmental Quality (LDEQ) and the Multistate Environmental Response Trust (the Multistate Trust) are hosting virtual public meetings to update the community about the cleanup status of the former Tronox/Kerr-McGee Wood Treating Facility in Bossier City, Louisiana.

The meeting topics will include plans to remove contaminated soil from the Scott-Dickerson Homes (Apartments), neighboring properties, and ditches near the former Tronox/Kerr-McGee Wood Treating Facility (the Site), which is close to the intersection of Hamilton Road and Green Street. Among other topics will be past investigations and sampling activities, community involvement, and environmental justice.

SITE BACKGROUND:

From 1930 to 1987, the Site was used to treat railroad ties with a mixture of creosote and fuel oil. The wood treating facility was decommissioned in 1988, and most surface infrastructure was removed. Creosote-related contamination is present on-Site and off-Site as a result of the wood treatment operations.

The ±32-acre Site is located on the south side of Green Street at Hamilton Road. The Site consists of ±26 acres east of Hamilton, where most of the wood treatment and processing is believed to have occurred; and ±6 acres west of Hamilton that are believed to have been used for untreated wood staging and storage. There are residences north and south of the Site and commercial/industrial properties east, west and southwest of the Site.

In 2005, Kerr-McGee transferred Site ownership to Tronox LLC, a company Kerr-McGee had newly formed. In 2011, as part of the Tronox bankruptcy settlement, the Multistate Trust was appointed by a U.S. bankruptcy court to own, investigate, and clean up the Site under LDEQ oversight. The Multistate Trust is also responsible for identifying one or more responsible new owners and safe, productive reuse(s) for the Site.

The Multistate Trust is a private, independent environmental response trust. Its purpose is to protect human health and the environment. Greenfield Environmental Multistate Trust LLC is Trustee of the Multistate Trust.
