Greenfield Environmental Multistate Trust LLC, trustee of the Multistate Environmental Response Trust (Multistate Trust), is responsible for owning, investigating, cleaning up contamination associated with, and facilitating reuse of the ±32-acre former Tronox/Kerr-McGee Wood Treating Facility in Bossier City, Louisiana (the Site). The Site is also known as the former Moss American Inc. Rail Tie Creosoting Plant.
The Multistate Trust is a private, independent environmental response trust created as part of a bankruptcy settlement and dedicated to:
Protecting human health and the environment
Facilitating the future sale or transfer of the Site for safe, beneficial, community-supported reuse
Providing opportunities for meaningful community involvement
Completed Excavation Work - Spring & Summer 2024
In April, the Multistate Trust finished removing contaminated soil from an area on Carver Street, south of the railroad tracks near the Site.
In June, the Multistate Trust began excavating contaminated soil under Scott Street. Work was completed in August. The Multistate Trust took soil samples after excavation to confirm that the contamination was removed.
Community Drop-in Session - October 16, 2024
The Multistate Trust hosted a drop-in availability session on October 16 at Red River Missionary Baptist Church to meet with community members and provide information about the Site.
Block Party Held October 2024
Thanks to all who joined the Multistate Trust at the neighborhood block party held October 12 to celebrate the completion of the current phase of excavation and construction work near the Site!
The Multistate Trust hosted the festivities to thank our neighbors for their cooperation and patience. We enjoyed an afternoon of free food trucks, games, kids activities, and more.
July 2024 Community Meeting

A Brief Overview
The Site is located at 520 Hamilton Road, near the intersection of Hamilton Road and Green Street, about a half-mile north of Interstate 20 in Bossier City, Bossier Parish, Louisiana. The surrounding land use is residential north and south of the Site and commercial/industrial east, west, and southwest of the Site.
From 1930 to 1987, Kerr-McGee Chemical LLC and its predecessors (collectively, Kerr-McGee) treated railroad ties with a mixture of creosote and fuel oil on the Main Property. The West Property was used primarily for wood storage and other activities. The Site was decommissioned in 1988.
Kerr-McGee transferred the Site to Tronox LLC in 2005. In 2011, as part of a Tronox bankruptcy settlement, the Multistate Trust assumed responsibility for owning, investigating, cleaning up, and facilitating reuse of the Site.
In 2015 and 2016, the Multistate Trust received a majority of the Site cleanup funds, finally allowing the Site investigations needed to plan for remedial actions at the Site. Since then, the Multistate Trust has been working to address contamination in collaboration with the State of Louisiana, represented by LDEQ.
