Greenfield Environmental Multistate Trust LLC, trustee of the Multistate Environmental Response Trust (Multistate Trust), is responsible for owning, investigating, cleaning up contamination associated with, and facilitating reuse of the ±32-acre former Tronox/Kerr-McGee Wood Treating Facility in Bossier City, Louisiana (the Site). The Site is also known as the former Moss American Inc. Rail Tie Creosoting Plant.

The Multistate Trust is a private, independent environmental response trust created as part of a bankruptcy settlement and dedicated to:

  • Protecting human health and the environment

  • Facilitating the future sale or transfer of the Site for safe, beneficial, community-supported reuse

  • Providing opportunities for meaningful community involvement

Parking Lot Replacement Is Finished

The Multistate Trust has finished replacing the parking lot at Scott-Dickerson Homes to remove contaminated soil underneath the pavement. The work was completed in two phases, and temporary alternate parking was provided, along with a shuttle. Find more information here.

 

Soil Excavation Work Is Complete

Former excavation work areas at Scott-Dickerson Homes were resodded in fall 2022.

The Multistate Trust has completed excavating and removing off-Site soil at and around Scott-Dickerson Homes. This work was prioritized before on-Site remediation in order to minimize risk to residents.

Soil affected by Site-related contamination was removed, and excavated areas were filled with clean soil and re-sodded. See our Soil Excavation Fact Sheet.

April 2024 Community Meeting

The Multistate Trust, together with LDEQ, hosted a community meeting and drop-in information session at Old Union Baptist Church to provide updates about the Site.


December 2023 Community Meeting and Redevelopment Planning Meeting

The Multistate Trust held a redevelopment planning meeting on December 12 and community meeting on December 14 to provide updates about the Site and upcoming sampling work, and to get input about the Site’s future.

A Brief Overview

The Site is located at 520 Hamilton Road, near the intersection of Hamilton Road and Green Street, about a half-mile north of Interstate 20 in Bossier City, Bossier Parish, Louisiana.

The Site consists of two parcels. The main portion of the Site comprises ±26 acres east of Hamilton Road (the Main Property or East Property). Another ±6 acres of the Site are located west of Hamilton Road (the West Property). The surrounding land use is residential north and south of the Site and commercial/industrial east, west, and southwest of the Site.

From 1930 to 1987, Kerr-McGee Chemical LLC and its predecessors (collectively, Kerr-McGee) treated railroad ties with a mixture of creosote and fuel oil on the Main Property. The West Property was used primarily for wood storage and other activities.

The Site was decommissioned in 1988. The only surface structures currently remaining at the Site are an office building and a few concrete pads on the Main Property.

Kerr-McGee transferred the Site to Tronox LLC (Tronox) in 2005. In 2011, as part of a Tronox bankruptcy settlement, the Multistate Trust assumed responsibility for owning, investigating, cleaning up, and facilitating reuse of the Site.

In 2015 and 2016, the Multistate Trust received a majority of the Site cleanup funds from litigation associated with Tronox’s bankruptcy settlement, finally allowing the proactive Site investigations needed to plan for remedial actions at the Site. Since then, the Multistate Trust has been working to address contamination in collaboration with the State of Louisiana, represented by LDEQ.
